The Bond Buyer has inducted Noe Hinojosa Jr., President of Municipal Banking for TRB Capital Markets, LLC, into its Muni Hall of Fame, Class of 2025, honoring his decades of leadership, innovation, and influence in public finance.
Hinojosa was recognized alongside six other municipal finance leaders at an honoree dinner on September 30 in Boston, closing out The Bond Buyer’s annual Infrastructure Conference. The 2025 class marks the fourth group of inductees since the Hall of Fame’s creation in 2022, which celebrates individuals whose careers have left a meaningful and measurable impact on the municipal finance industry.
“I feel so elated, so humbled, so grateful for the opportunity that this industry gave me back in the day and continues to give even today,” Hinojosa said in remarks leading up to the ceremony.
In his address, Hinojosa reflected on his career, adding: “My personal goal was never to make money, but to be skillful in the trade by demonstrating the high integrity, loyalty, and commitment my parents instilled in me as a young kid. All I ever tried to do was earn some respect and shine a little light on those young Latinos that I now see everywhere.”
He also emphasized the importance of fairness and access in the industry. “For those in positions of power, it is critical that the rules we make are enforceable, fair, and applicable to all—because small businesses are the backbone of our economy. When you’re given that opportunity, seize it, because they don’t come that often.”
Over his nearly four decades in the field, Hinojosa has built a reputation for developing creative solutions to complex public finance challenges. After early work advising Texas border towns, counties, and school districts, he co-founded Estrada Hinojosa & Co. in 1992 with Robert Estrada. What began as a five-person financial advisory firm has grown into the 7th largest in the nation and 2nd in the state of Texas, in 2024, having participated in nearly 8,000 transactions totaling over $722 billion. Now employing over 60 professionals with offices in major U.S. markets, the firm has advised on landmark projects, including the Dallas Cowboys’ $1.1 billion stadium, and more recently, financings for DFW Airport’s New Terminal F and the expansion of the Dallas Convention Center.
