Mr. Whitlock joined the Firm’s Dallas office in June 2025. He provides quantitative analysis and banking support to the Firm with an emphasis in special districts.

Prior to joining the Firm, Mr. Whitlock worked as a special district consultant for municipalities and developers at MuniCap, Inc. where he helped facilitate necessary infrastructure funding.

He is a graduate of the University of Missouri, where he received a Bachelor of Business Administration in Finance, Banking, and Real Estate. He holds his Securities Industry Essentials (SIE), Municipal Advisor Representative (Series 50), and Municipal Securities Representative (Series 52) licenses from MSRB and FINRA, and the Uniform State Agent (Series 63) from NASAA.
